Per rule 12.9 of the rulebook,
After a transaction, it is the GM’s responsibility to submit the lineup change incurred by the transaction, even if they are obvious (during the season only). If lineup changes are not properly submitted prior to the deadline, the team which has not submitted the lineup change will be fined a transaction as well. This means that if all 10 free transactions are used, then the team will be charged an extra transaction (meaning an extra $2), and no player will be inserted into their lineup. If by the next week, the lineup change has not been submitted, 2 transaction fees will be charged to your team and no player will be inserted. Every week the amount will double until a lineup submission is made.
For no transaction made, a transaction penalty will be assessed to Quebec Habitants for failure to send Eric Staal to his reserves for trade processing.
